Los colectivos  exclusivos que pueden beneficiarse de esta ley son: Emprendedores: destinado a aquellos extranjeros que vayan a desarrollar una actividad emprendedora de carácter innovador con especial interés económico para España, es decir, que supongan la creación de puestos de trabajo y/o tengan interés económico para España y/o supongan inversión. Inversores: destinado a aquellos extranjeros que realicen inversión en deuda pública de importe igual o superior a 2 millones de euros,  si se trata de acciones o depósitos bancarios en entidades financieras 1 millón de euros  y si adquieren bienes inmuebles en España  500.000 euros. Formación para I+D+i y Profesional Altamente Cualificado: dirigido a atraer directivos altamente cualificados para grandes empresas o Pymes de sectores estratégicos o de proyectos empresariales sociales de interés general o aquellos investigadores, personal científico y técnico, profesores de universidades o de escuelas de negocio que deseen realizar actividades de formación, investigación, desarrollo e innovación en entidades públicas o  privadas. Traslado Intraempresarial: destinado al movimiento internacional con una empresa o un grupo de empresas en el marco de una relación laboral, profesional o por motivos de formación profesional. A estos colectivos no les será de aplicación la situación nacional de empleo, su autorización es única para residencia en todo el territorio nacional y la tramitación es conjunta para solicitante, cónyuge e hijos. A priori la agilidad que se presuponía en la norma dista de la realidad ya que algo cuya duración establece en 20 días, actualmente puede llevar meses conseguirlo, debido a lo que ya es frecuente hoy en día, legislar sin planificar, habilitando a posteriori los mecanismos para el cumplimiento de esa legislación, produciéndose un vacío entre publicación de la norma y el guion para tramitar los expedientes, ya que la premura de la Ley no ha permitido establecer los mecanismos de operación para una tramitación ágil. A pesar del retraso, de las más de 1584 solicitudes presentadas, han sido resueltas  más de 1203, de las cuales más de un 88% han sido  para personal Altamente Cualificado, Movimiento Intraempresarial y Familiares,  un 7.69%  para Inversores, un 2.90 % para Investigadores y apenas un 1.41% en Emprendedores.
